Nepra Holds Public Hearing on 220MW Hybrid Project Today SITE Neutral Project Receives Record-Low Tariff Bid of 3.09 Cents/kWh

ISLAMABAD: The National Electric Power Regulatory Authority (Nepra) is set to hold a public hearing today on the approval of the 220-megawatt SITE Neutral Hybrid Project, a pioneering initiative in Pakistan’s renewable energy sector. K-Electric (KE) will present its stance on the project, which has secured the lowest tariff bid of 3.09 cents per kilowatt-hour (kWh) from Canadian firm JCM Power.

KE received the bid in August 2024, followed by the submission of a bid evaluation report to Nepra in September. With bid bond validity nearing expiration, swift regulatory approval is crucial for timely project execution.

The hybrid project is a key component of KE’s strategy to integrate 30% renewable energy into its power generation mix, reducing reliance on imported fossil fuels and cutting carbon emissions. The company’s renewable energy pipeline includes 640MW of projects across Sindh and Balochistan, reinforcing its role in Pakistan’s green energy transition.

Nepra’s upcoming decision on KE’s 150MW solar projects in Bela and Winder will further shape the country’s renewable energy landscape. Additionally, KE is navigating major regulatory developments, including tariff approvals and investment plans. The year 2024 has been significant for the utility, with Nepra approving its $2 billion investment plan, power acquisition framework, and generation tariff.

Other pending regulatory matters include KE’s distribution, transmission, and supply tariffs, as well as write-off claims related to its multi-year tariff for 2017-2023. A Nepra hearing in December 2024 addressed the issue, with further clarity expected soon.
